ConnectLA releases new resources to support Louisiana's $1.36B broadband buildout

BATON ROUGE, La. (August 6, 2026) — ConnectLA today released the GUMBO 2.0 Deployment Toolkit and the GUMBO 2.0 Excavation Toolkit — two resources designed to support coordination and communication as broadband construction scales statewide and more communities gain access to reliable, high-speed internet.

As Louisiana continues to lead the nation in broadband deployment, these resources help ensure subgrantees, local officials, and community stakeholders have the tools they need to support efficient, transparent deployment of the $1.36 billion in federal funding moving through the GUMBO 2.0 program.

The toolkits help stakeholders promote consistent implementation, improve coordination among project partners, and navigate every stage of broadband construction. Municipal and parish officials, permit offices, subgrantees, public works departments, and communication and public information staff can all utilize these resources.

The Deployment Toolkit includes construction lifecycle references, key contacts, and downloadable social media graphics for community engagement — giving communities a way to stay informed and share progress as broadband reaches their area. The Excavation Toolkit includes relevant updates on the new Louisiana Dig Law and a signage template for excavators and subgrantees. Together, these resources are intended to reduce implementation challenges, improve coordination, and support efficient deployment throughout the GUMBO 2.0 program.

The toolkits include practical implementation resources supporting 2026 Regular Session Act 902, signed by Gov. Jeff Landry and effective August 1, 2026. Both are available for download below, and project partners are encouraged to review and share with their teams.
